Can you refreeze meat once its been defrosted?

we bought meat from costco and just stuck them in the freezer, now we cant get one piece of meat out as they are frozen stuck together, can we defrost them put them in seperate bags then refreeze them? I have read on packets do not refreeze but then I read online that its just because it looses some flavour? Is it dangerous to do this? Will it make us ill?
