Should all teachers be paid as independent contractors based on numbers taught & test verified effectiveness?

Of course, if the goal was actually to improve our kid's education. It clearly isn't. Nothing I've seen or heard in Wisconsin the past week and a half has anything to do with the kids. It's all about the adults involved.
